FEMA Publishes Updated Local Mitigation Planning Policy Guide

FEMA updated the Local Mitigation Planning Policy Guide, which is now available on the agency’s website. The Guide is the official interpretation of the mitigation planning requirements in the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) as amended and other federal statutes and regulations, including Title 44 Code of Federal Regulations Part 201 Mitigation Planning.

The updated Guide becomes effective immediately upon the official release.

Changes in the 2025 update include removing requirements related to climate change and equity. These actions ensure that FEMA guidance aligns with the President’s Executive Orders and the U.S. Department of Homeland Security Secretary Noem’s direction that best supports states and local communities in disaster planning, response and recovery.
