FEMA publishes revised Developing and Maintaining Emergency Operations Plans Comprehensive Preparedness Guide

On May 21, 2025, the Federal Emergency Management Agency (FEMA) published a revised version of Developing and Maintaining Emergency Operations Plans Comprehensive Preparedness Guide (CPG) 101 Version 3.1

The updated content in CPG 101 Version 3.1 is based on practitioner feedback, identified lessons learned, and successful practices from real-world events and exercises that can inform the planning process. It emphasizes the importance of including the private and nonprofit sectors in planning activities and incorporates lessons learned in addition to pertinent new doctrine, policy, and laws.

CPG 101 Version 3.1 supersedes CPG 101 Version 2.0, published in September 2021, which is rescinded.
