FEMA updates State Mitigation Planning Policy Guide

On May 29, 2025, the Federal Emergency Management Agency (FEMA) updated the State Mitigation Planning Policy Guide that is the official interpretation of the mitigation planning requirements in the Stafford Act and Title 44, CFR, Part 201: Mitigation Planning.

Changes in the 2025 update include removing requirements related to climate change and equity. These actions ensure that FEMA guidance aligns with the President’s Executive Orders and the U.S. Department of Homeland Security Secretary Noem’s direction to best support states and local communities in disaster planning, response, and recovery.
